GovEagle is an AI-powered capture and proposal development platform designed specifically for the government contracting (GovCon) industry. The platform centralizes and streamlines the proposal response process, helping teams manage the complexities of federal, state, and local solicitations through a data-driven workflow.

By integrating your organization’s internal subject matter expertise with the GovEagle platform, GovEagle enables your team to work more effectively across the full capture and proposal development lifecycle.

Core Capabilities

  • Intelligent Solicitation Analysis: Rapidly analyze complex government solicitations, including the PWS, SOW, and Sections L & M. GovEagle identifies every requirement and constraint, providing a clear roadmap of what is required to win.

  • Compliance Matrix Generation: Automatically generate comprehensive compliance and cross-reference matrices. By mapping every requirement to your proposed solution, GovEagle ensures no mandatory criteria are overlooked during the drafting process.

  • Guided Response Outlining: Build fully compliant proposal outlines that mirror the government’s instructions. GovEagle structures your document to ensure evaluators can easily find and score the information they need.

  • Intelligent Knowledge Management: Connect GovEagle to your existing data silos (SharePoint, etc.). Our AI acts as a digital librarian, indexing your past performance, technical approaches, and SME materials to surface the most relevant proof points for your bid.

  • Generative Narrative Drafting: Using your organization’s unique voice and historical successes, GovEagle generates high-quality first drafts. This allows your team to focus on solutioning and strategy rather than starting from a blank page.

  • Strategic Bid/No-Bid Intelligence: Rapidly identify gaps in your technical capabilities or past performance relative to a specific solicitation. This enables capture teams to make faster, data-driven decisions during the "Gate 0" qualification phase.

Key Components

  1. The Web Portal (https://app.goveagle.com): is the secure entry point for the platform. The portal is accessed through your web browser. You need your user credentials to log-in.

  2. Opportunity Management Workspace: is accessed through the web portal and it provides a workspace for administrative activities like setting up new opportunities, uploading solicitation documents, assigning tasks, managing active proposals, and defining the response blueprint for each bid. (See Opportunity Management Overview)

  3. Authoring Workspace: is GovEagle’s in-document environment for developing, refining, and validating proposal content. Delivered as a native Microsoft Add-In, it places GovEagle directly in your Word, Excel, and PowerPoint toolbar, allowing you to draft, locate relevant content, and refine language without leaving your document or copying content from a separate system. (See Authoring Workspace Overview)

  4. AI Agents: are purpose-built assistants, not generic chatbots, with specific responsibilities. Each agent is equipped with a defined set of tools and permissions that allow it to perform targeted work, such as analyzing requirements, identifying relevant past performance, checking compliance, or shaping draft content. They know what they are responsible for, what data they can access, and what actions they are allowed to take. This makes their output more reliable, more consistent, and easier for teams to trust and review.

  5. Security and Compliance Infrastructure: GovEagle maintains FedRAMP Moderate Equivalency, meeting the required standard for handling Controlled Unclassified Information (CUI) in government contracting. The platform employs enterprise-grade security features including FedRAMP High authorized data centers, end-to-end encryption, multi-factor authentication, continuous monitoring, and role-based access control.
