Every GovEagle user has a role and a license. Your role decides what you can do, such as managing the content library or other users. Your license decides whether you can use GovEagle's product features, and whether you take up a seat on your organization's contract.
The three licenses
License | What you can use | Uses a seat |
|---|---|---|
Core | Everything in GovEagle, with unlimited AI use. | Yes, a Core seat |
Light touch | Everything in GovEagle, with a monthly limit on AI chat prompts. Only offered when your contract includes Light touch seats. | Yes, a Light touch seat |
Unlicensed | Signing in and the Settings pages your role allows. No opportunities, content library, AI chat, or Office add-ins. | No |
A license never changes your role, and a role never grants a license. For example, an Admin who is Unlicensed can still manage users and settings, but cannot open opportunities or chat with GovEagle.
If you don't have a license
If GovEagle shows You don't have a GovEagle license yet, your account is set up but your organization has not assigned you a license.
If you are not an admin, the page lists the people in your organization who can assign you a license. Email any of them.
If your role lets you manage users, the page shows a Manage licenses button. It opens the Users tab, where you can assign a license to yourself.
In the Word, Excel, and PowerPoint add-ins, you see a similar message and can sign out to use a different account.
Nothing is lost while you are unlicensed. Your account, roles, group memberships, and anything shared with you stay in place. Once a license is assigned, refresh the page and everything unlocks.
Assigning licenses (admins)
Anyone whose role includes Manage Users, such as Admins and IT Admins, can assign licenses from Settings > Users:
One user: change the License dropdown in their row.
Several users: select them, then use Assign license… in the bar above the list.
New users: choose a license when you click + Create user. The list shows how many seats are left for each license.
Find users by license: use the filter in the License column's header.
The counts at the top of the Users tab show how many Core and Light touch seats are in use against your contract, and how many users are unlicensed. Deactivated users do not count against your seats.
IT staff and others who don't write proposals
For IT staff who manage your workspace but do not use GovEagle themselves, assign the built-in IT Admin role with the Unlicensed license. They can manage users and licenses, roles, groups, Single Sign-On, integrations, sharing defaults, and agent tools, without taking up a seat. See IT Admin.
The Unlicensed license also works for people who have stepped away from proposal work but may come back. While they are unlicensed, they do not receive GovEagle notifications, and someone with permission to reassign opportunities can take over opportunities they own.
Frequently asked questions
Does changing my license change my role?
No. Licenses and roles are independent. Changing one never changes the other.
Can I share an opportunity or folder with an unlicensed user?
Yes. You can share with them and add them to groups as usual. They can open what you shared once they have a license.
Who do I contact about seats on our contract?
For questions about how many seats your contract includes, contact your GovEagle account team or support@goveagle.com.
